The libs folder should contain readme.txt file with the following content:

Project structure generated by WebORB includes all the source code and project files except the library files for [NAME OF THE FRAMEWORK HERE]. You need to download and place the [NAME OF THE SWC FILE].swc file in this folder.

Also, please make sure the /libs folder is added to the project build path (it should be configured somewhere in the project files we generate)
